The Main Department of the Pension Fund of Ukraine in Luhansk region informs about the procedure for resuming payments and timely identification during the year

The Main Department of the Pension Fund of Ukraine in Luhansk region informs that in accordance with the legislation of Ukraine, pension/insurance payments (if made at the address of residence that belongs to the TOT) are made subject to identification by December 31 of each year to persons temporarily residing outside Ukraine, or residing in the territories of Ukraine temporarily occupied by the Russian Federation (TOT), or who left for the territory controlled by Ukraine during the temporary occupation of the territories.

The methods of identification remain unchanged in 2026. The recipient of payments can:

- personally contact any service center of the Pension Fund of Ukraine or a banking institution where an account for pension/insurance payments is opened, with an identity document;

- undergo identification via video conferencing;

- log in to your personal electronic account on the web portal of electronic services of the Pension Fund of Ukraine using a remote qualified electronic signature "Diia.Signature" ("Diia ID");

- in case of staying abroad - send a certificate from the relevant foreign diplomatic institution of Ukraine confirming that the person is alive, together with a written application for the continuation of pension (insurance payment) payment, drawn up in any form, by postal means (registered mail). An application for the continuation of pension (insurance payment) payment, together with a scanned copy of the document confirming the fact that the individual is alive, which corresponds to the original document and is suitable for perceiving its content (must contain a clear image of the full text of the document and its details), can be submitted through the web portal of electronic services of the Pension Fund of Ukraine using a qualified electronic signature or an advanced electronic signature based on a qualified electronic signature certificate (QES), for this, in the section "Regarding pension provision", select the subsection "Making changes to the pension file" and the type of application "Identification of a pensioner (through a diplomatic institution)".

In the event of termination of payments due to failure to pass identification, renewal is carried out after the recipient passes identification within a year from the date of their termination, provided that they are simultaneously informed about the failure to receive the corresponding payment from the Russian Federation.

If payments were suspended for other reasons (failure to notify the Russian Federation of non-receipt of payments by April 1, 2026, notification from a banking institution of the absence of financial transactions for 6 months, etc.), the issue of resuming payments is resolved by submitting a corresponding application through the electronic services web portal of the Pension Fund of Ukraine using a remote qualified electronic signature "Diia.Signature" ("Diia ID") or using a QES.

For persons temporarily staying abroad, the right to submit an application for the renewal of payments by mail is retained, in which it is necessary to indicate information regarding the current details of the bank account and the fact of non-receipt of payments from other states, including the Russian Federation.

Send such an application together with a certificate of survival and additional documents: a copy of your passport, identification code and temporary residence permit abroad (with translation) by registered mail to the address of the Main Department of the Pension Fund of Ukraine in Luhansk region: 157 Vyacheslav Chornovola St., Cherkasy, 18003.
