During the weekly briefing, the head of the Luhansk region, Oleksiy Kharchenko, informed about the questions raised by representatives of public organizations of the region during a meeting in Kyiv.
In particular, the topic was the resettlement of internally displaced persons from a modular town in Dnipro to the capital, humanitarian support for displaced persons, provision of alternative power sources for relocated enterprises and humanitarian hubs, development of veteran entrepreneurship, and expansion of the network of sports facilities for IDPs.
According to him, generators have already been provided to a modular town in Dnipro, family-type orphanages, and temporary residences for displaced persons in Ternopil and Rivne. Humanitarian assistance to our displaced persons in Uman, where there is no gumhub, will be organized through the Telegram channel "Luhanshchyna Zgrutovanya."
An important event was the sending of 25 children from Luhansk region to the Slovenian city of Strunjan for rehabilitation. The trip was organized thanks to the agreements reached between Oleksiy Kharchenko and the Ambassador Extraordinary and Plenipotentiary of the Republic of Slovenia to Ukraine Mateja Prevolšek, as well as the support of the charitable organization Caritas Slovenia.
Separately, Oleksiy Kharchenko emphasized that even in war conditions, the region continues to open new opportunities for children and expand international partnership. Proposals have already been prepared for the implementation of joint projects between the Slovenian side and the Kreminsk, Siverskodonetsk, Popasnyansk and Rubizhansk communities.
Separately, the head of the Luhansk Region Administration noted the importance of the Congressional Dialogues at the site of the Office of the Congress of Local and Regional Authorities under the President of Ukraine, which took place this week.
The event, attended by representatives of the Government, Parliament, regional military administrations, and communities, discussed improving the healthcare system, increasing the efficiency of the use of medical equipment, as well as legislative changes regarding social guarantees and reforming the preferential travel system.
Systematic support for military personnel and their families continues in the communities of Luhansk region.
In the first half of 2026 alone, the Siverskodonetsk City Military Administration allocated over UAH 9.17 million for these needs, which was received by 430 defenders and their family members. Assistance was received by combatants, mobilized, wounded, persons with disabilities as a result of the war, families of the dead and missing, children of fallen Defenders and their parents.
In addition, the community continues to make current payments: 53 servicemen and their family members were transferred another UAH 1.06 million, and later another 24 defense personnel were paid UAH 480,000.
The Rubizhanska community provided UAH 540,000 under the program “Community – to Defenders.” Starobilska – in June paid UAH 225,000 to fifteen servicemen, and a defender received UAH 50,000 separately after returning from captivity.
The Lysychansk community sent another 340,000 UAH to eleven mobilized residents, and since the beginning of the year, 54 servicemen have already received financial support for a total amount of almost 2,000,000 UAH.
The Bilovodsk community allocated UAH 194,000 to support military personnel, veterans, the family of the deceased Defender, as well as residents who need treatment or are in difficult life circumstances.
Considerable attention is paid to supporting children.
As of early July, 676 children from the communities of Siverskodonetsk district have already been covered by health and recreation services. They rest in Ukrainian institutions, participate in international programs, in particular in Lithuania, and also receive health care at the expense of the state budget. Cultural and educational events have been organized for children who were unable to leave.
At the same time, the Kreminsk community provided material assistance for the recovery of 306 families raising 424 children, in the amount of over 3.39 million UAH, and in the Rubizhansk community, over 2.41 million UAH has already been paid out within the framework of the "Children are the Heart of the Community" program.
