Vulnerable categories of Ukrainians will receive a one-time state supplement in April 2026, - Government decision

The government is launching targeted support for pensioners and vulnerable categories. The program is aimed specifically at those citizens who need assistance from the state due to their income level.

The Cabinet of Ministers of Ukraine has decided to pay a one-time targeted supplement of UAH 1,500 to pensioners and citizens receiving social assistance in April 2026. The corresponding program is implemented by the Ministry of Social Policy, Family and Unity of Ukraine.

The payment will be made automatically through the usual channels for receiving pensions or social benefits - to bank accounts or through Ukrposhta branches. Recipients do not need to submit applications, contact social security authorities, or collect additional documents.

The program is planned to cover approximately 13 million Ukrainians. Among the recipients of the supplement:

  • old-age pensioners, disability pensioners, survivors' pensioners, long-service pensioners who are entitled to an old-age pension. The amount of the pension should not exceed UAH 25,595. For war veterans who participated in the defense of Ukraine since 2014, persons from among the liquidators of the Chernobyl accident will be granted UAH 1,500 regardless of the amount of the pension received;
  • recipients of state aid/compensation (including those established for each recipient of aid/compensation):
    • for residence among IDPs;
    • as a low-income family;
    • basic social assistance;
    • as persons who are not entitled to a pension and have become entitled to benefits after the age of 65,
    • as persons who are not entitled to a pension from among persons with disabilities, and dependents of a deceased breadwinner who was not entitled to a pension;
    • who live with a person with a disability of group I or II due to a mental disorder;
    • persons with disabilities since childhood and children with disabilities;
    • on children raised in large families;
  • · single mothers;
  • · children under guardianship or care;
  • · children with severe perinatal nervous system damage;
  • · children whose parents evade paying child support;
  • · orphans and children deprived of parental care, persons among them, including those with disabilities, who are in family-type orphanages and foster families.

If a person simultaneously belongs to several categories of recipients, the payment will be made once after a technical reconciliation of state registers. This approach ensures a fair and transparent distribution of state funds.

The lump sum payment will be accrued as a supplement to the already assigned pension or social benefit within the payments for April in a separate amount.
