The Loss Register for Ukraine officially launches a new category of claims: A3.5 – Loss of Private Entrepreneurship.

This category is intended for individual entrepreneurs who suffered a loss of profit from their business activities in Ukraine on or after February 24, 2022 as a result of internationally unlawful actions of the Russian Federation.

Applications in this category may be submitted by individuals who are registered as individual entrepreneurs and have lost profits from their private business as a result of the Russian Federation's aggression against Ukraine.

To apply in this category, individuals must provide evidence of their business activity, the events that caused the loss of this activity, as well as financial documents to confirm the amount of lost profit. Financial statements submitted to the tax authorities in Ukraine will be available to the individual entrepreneur electronically as part of the application process.

Claims for any assets owned by an individual and destroyed, damaged or lost as a result of the war should be filed in other relevant categories A. Claims on behalf of or for the benefit of legal entities should be filed in other relevant categories B or C, which are expected to be opened shortly.

Applications that meet the established requirements will be entered into the Register and subsequently submitted for consideration by the future Compensation Commission, which will determine the amount of appropriate compensation. In December 2025, 35 states and the European Union signed the Convention establishing an International Compensation Commission under the auspices of the Council of Europe.

The launch of category A3.5 is another stage in recording and recognizing the damage, losses, and losses of Ukrainians as a result of the aggression of the Russian Federation.
