The Registry of Damage Caused by the Russian Federation's Aggression against Ukraine (RD4U) officially announces the opening of four categories for filing applications by affected citizens.
We are talking about launching categories:
A4.1 - Loss of access to medical care
A4.2 - Loss of access to education
The opening of these four categories means that all categories for individuals in the Register are now officially launched. This ensures the full recording of humanitarian, social, psychological and economic losses of citizens, returning the focus of the compensation process to the person, their rights and dignity.
From the first day of the full-scale invasion, Russian military aggression has been dealing devastating blows to the very foundation of human life in Ukraine: the healthcare system is collapsing, millions of children and adults are deprived of the right to a safe education, Ukrainian families are losing their livelihoods and experiencing irreparable moral suffering and emotional pain.
Every injured citizen of Ukraine can report the damage caused to him electronically through the web portal Diia .
Loss of access to medical care (Category A4.1)
This category is designed for people who, due to war, have been unable to access essential health services for a long time, resulting in a serious, rapid or irreversible deterioration of their health, prolonged physical or mental suffering or a significant reduction in life expectancy. The main reasons for such loss of access are the destruction or damage of hospitals, the absence of medical personnel, occupation or the physical impossibility of reaching health facilities. In addition to direct harm to health, the category allows declaring financial costs that citizens have had to incur to mitigate these risks (for example, additional costs for emergency travel or increased costs of alternative treatment in other regions).
Loss of access to education (Category A4.2)
This category is designed to document violations of the right to education. Applications may be submitted on behalf of learners (including children through their legal guardians or adults) who have been deprived of the opportunity to study for a significant period. This includes cases of destruction of schools, colleges and universities, physical threats to the learning process, or official prohibitions and discrimination related to occupation or hostilities. The category covers all levels of education: compulsory primary education, general secondary education, vocational education, higher education and adult education.
Other violations of international human rights law, international humanitarian law or the laws and customs of war (Category A2.10)
A universal category covering moral damage, mental anguish and suffering caused by violations of international human rights law, international humanitarian law or the laws and customs of war, if these violations are not covered by any other specific categories (such as death of relatives or bodily injury). It allows citizens to record and report experiences of violence or other unlawful actions by Russian military and occupation forces both inside and outside the territory of Ukraine, if they are directly related to military events in Ukraine.
Other economic losses (Category A3.7)
The category is designed to compensate citizens for property and economic losses that do not fall under other existing forms. It covers four broad groups of losses:
- Loss of family support: loss of family financial support (alimony, pensions, subsistence allowance, both paid and unpaid assistance) due to the death, disappearance, imprisonment, or forced deportation of a close family member.
- Medical and funeral expenses: expenses incurred in connection with the death of a close family member, including the costs of searching for the body, repatriating the remains, and arranging the funeral.
- Movable property of significant value: destruction, damage or loss of valuable personal property exceeding the scope of ordinary household items (vehicles, aircraft or ships, works of art, objects of cultural or historical value, valuable items lost with the home).
- Losses of sole proprietors and self-employed persons: specific economic losses of professional activity not covered by categories A3.4 (Loss of work) and A3.5 (Loss of business), for example, destruction or damage to professional assets and work tools, as well as documented costs of evacuation and relocation of the business.

Applications to the Register can be submitted through the Ukrainian web portal Diia .
