Dear Ukrainians!

There have just been detailed reports on the situation in the city of Vyshneve – after an explosion in warehouses and a fire from a Russian missile strike. The Security Service of Ukraine and the Prosecutor General’s Office are investigating all the circumstances of the tragedy as part of the criminal proceedings. Today, SBU Major General Poklad reported the first results: who, in what positions in Ukroboronprom, unfortunately allowed that warehouses with weapons were in Vyshneve. The direct prohibition of this – both by the law and by the decision of the General Staff – all of this was violated. The specific officials are known, the state’s position is that each of them must be brought to justice.

We all understand what wartime is like, and every leader must feel that people's lives depend on his decisions or inaction. The leaders of two state-owned enterprises acted contrary to the law, contrary to the decision of the Headquarters and job instructions. The investigation is checking the activities of the deputy leaders who were responsible for security. There are also other officials whose actions and decisions will also be analyzed.

The Security Service of Ukraine, together with other law enforcement agencies, must check other similar enterprises, and each head of the enterprise at his level must guarantee that such tragedies do not happen again. There are appropriate places in Ukraine to store weapons and ammunition, all of this has been determined so that there are no residential buildings nearby. And the restoration of the destroyed must take place faster, and this applies not only to Vyshneve. Of course, much depends on the quality of work in communities and work in the regions, but there is also something to fix at the government level. There will be solutions in the near future.

Today we also talked in great detail about the future of Ukroboronprom. The structure is large, it includes dozens of enterprises, one of which placed that warehouse in Vyshneve. Of course, the internal processes in the structure of Ukroboronprom regarding control over the activities of enterprises and directors should be stronger.

The second one for this day. I am preparing changes in diplomatic directions. A new quality of work with Ukraine's partners is needed to fulfill agreements on arms supplies. Agreements that are at the level of leaders must be fulfilled much faster and more fully. The United States of America and the agreement on licenses for the production of "Patriots". Europe and our work with partners, primarily for the production of our own European anti-ballistic missiles, as well as other projects of precisely such, defensive cooperation. Also, support packages for Ukraine, which were announced, but as of today have not been fully implemented.

Today the Russians launched a ballistic missile strike on Ukraine, the main target was Kyiv. There was a terrible strike of Russian bombs on Sumy, a missile strike on the city of Odesa. My condolences to all the relatives and friends of the deceased. All day long - "shaheeds" and other strikes, other strike drones in the Kharkiv region, in our Dnipro region, communities of Sumy region, Donetsk region, Kherson region, Zaporizhia.

Weeks should not pass between the announcement of a support package for Ukraine and its implementation; this is the responsibility of everyone in the state, everyone who is engaged in diplomatic work, first and foremost. Ukrainian soldiers need more means, more opportunities to protect lives, to protect people from Russian evil.

And the moral content of this day, July 11, is important. On this day, every year, Poland and Ukraine honor the memory of people – civilians who were killed during World War II in Volyn. Today, representatives of the Ukrainian state took part in joint prayers with representatives of the Polish state – both here, in Ukraine, and in Poland. Ukraine is doing its part to honestly establish the facts about those killed in those years: where there were villages and where the dead were, search work is being carried out. Ukraine is interested in speeding them up. In two days, exhumation work will begin in the villages of Ostrivka and Volya Ostrovetska. The full truth and Christian commemoration of the dead are what is needed. We must not forget that now, in our time, Ukraine and Poland have one common threat, and this is a mortal threat to our independence, to our states, to every city, to every village, and this threat is called Russia. Speaking about what happened, we must not question the future of our peoples – the future of Ukraine, Poland, the future of our entire Europe.
