The discussion focused on two important issues for communities: improving the procedure for providing medical services for instrumental diagnostics in state/municipal healthcare facilities, as well as legislative initiatives regarding social guarantees, in particular, draft law No. 5651-2, which concerns travel benefits and other social benefits.

In his report, the Minister of Health of Ukraine, Viktor Lyashko, analyzed the availability of CT scanners in the regions and the factors that influence the effectiveness of using computer diagnostics equipment.

He emphasized that the state has technically and financially ensured the provision of such services for the population through the Social Guarantees Program. Therefore, queues for examinations in municipal medical institutions are a consequence of the inefficient use of equipment, in particular, MRI and CT scanners in municipal hospitals must work at least 12 hours a day.

Legislative initiatives regarding travel benefits and some other benefits were presented by Deputy Minister of Community and Territorial Development Serhiy Derkach.

He noted that there is currently no digital accounting of trips in public transport, including transportation of preferential categories. Therefore, the discussion revolved around the introduction of an effective mechanism for compensating carriers for their costs.

Such a mechanism is proposed by Draft Law No. 5651-2, which provides for the reform of the preferential travel system in Ukraine, replacing paper certificates with an electronic ticket or bank card for automated accounting.

The discussion was attended by people's deputies of Ukraine, representatives of the Government, heads of regional military administrations, heads of territorial communities, as well as representatives of relevant ministries and departments. The meeting was chaired by Deputy Head of the Office of the President, Chairman of the Presidium of the Congress of Ukraine Viktor Mykyta.
