The Russian occupation creates barriers at each of these stages: it limits access to reliable information and Ukrainian education, makes it difficult to obtain documents, and attempts to isolate young people from Ukrainian society. But the occupation should not determine where a young person will study, how they will build their life, and what their future will be.

It was precisely the right of young people to this choice that was discussed during the presentation of the special postage stamp "Your Address - Ukraine" at the Central Railway Station in Kyiv.

The station became a symbolic place for this event: the road begins here, including the path from the temporarily occupied territories to free Ukraine. The swallow with a blue-yellow ribbon on the stamp represents connection, return, and the way home. And the name of the postal issue reminds us: an address is not just a point on a map. It is people, language, culture, and a country, of which a person remains a part, regardless of circumstances.

“Ukraine is making every effort to return children and young people abducted by Russia and to help those who are still under the pressure of occupation. We urge young people not to be afraid to take the first step and seek help. The path to departure and Ukrainian education may be difficult, but you will not be on it alone. Bring Kids Back UA will help you go through it and reach a free Ukraine. Thanks to the joint efforts of partners, 2,441 children and young people have already been returned. We will continue to work until we return each one,” emphasized Oleksandra Dvoretska, Head of Policy Development at Bring Kids Back UA.

In 2026, there are 217 educational centers operating in Ukraine, where TOT entrants can receive advice on documents, special admission conditions and procedures, some of which can be completed remotely. The absence of a Ukrainian passport or education document does not cancel the right to study. Special admission conditions and Quota-2 also apply to TOT entrants.

Support does not end after enrollment. Available options include priority dormitory placement, targeted state support, as well as legal, financial, psychological, and social assistance.

The initiative of the President of Ukraine Bring Kids Back UA, together with partners, helps children and young people leave temporarily occupied territories free of charge and confidentially and accompanies them at every stage — even in the absence of documents.

The event and campaign were implemented with the support of the Partnership for a Strong Ukraine Program, which is funded by the governments of the United Kingdom, Estonia, Canada, Norway, Finland, Switzerland, and Sweden.
