Each community is an important component of a successful state – a delegation from Luhansk Region participates in the work of the Congress of Local and Regional Authorities under the President of Ukraine

Today, April 9, a meeting of the Congress of Local and Regional Authorities under the President of Ukraine is being held.

A delegation from the Luhansk region, led by the head of the region, Oleksiy Kharchenko, joined its work.

The participants of the meeting had the opportunity to join two separate community dialogues - with the Parliament and the Government.

During the panel discussion "Community Dialogue with Parliament," the Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, emphasized that the communication platform in the form of the Congress, which was planned to be a bridge of communications, quickly proved its viability.

He focused on legislative acts aimed at the development of territorial communities that have been adopted recently and those that are still under consideration by parliamentarians.

"We are working on the sustainability of communities and increasing their economic capacity. Because each community is an important component of a successful state," emphasized Ruslan Stefanchuk.

His first deputy, Oleksandr Korniyenko, recalled that the National Program for Adapting Ukrainian Legislation to European Union Law was adopted on April 1, 2026. It is necessary to fulfill Ukraine's obligations under the EU negotiating framework: "European integration is a common cause for all of Ukraine!"

In turn, the Chairwoman of the Verkhovna Rada of Ukraine Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Olena Shulyak, informed about priority draft laws to support communities.

Thus, on April 7, 2026, the Verkhovna Rada adopted as a basis the government draft law on the principles of delimitation and distribution of powers between levels of public governance (reg. No. 14412).

It is aimed at determining the legal principles of the delimitation and distribution of powers of local self-government bodies of different levels, as well as executive bodies, based on the principles of subsidiarity and decentralization.

The provisions of the act propose to determine the basic principles of delimitation and distribution of powers between levels of public governance, directly the levels of public governance (state, regional and local) and the entities between which the distribution of powers is carried out.

The draft law also outlines: the procedure for delegating state powers to local government bodies, mechanisms for coordination and interaction between different levels of government, and requirements for financial, personnel, and information support for the implementation of powers.
