The development of the Luhansk Oblast Development Strategy is underway.

The second meeting of the Working Group on the Development of Projects of the Luhansk Oblast Development Strategy and Action Plans for its Implementation was dedicated to defining strategic goals and a strategic vision for the development of the region.

Representatives of the regional state administration, local military administrations, scientific institutions, expert circles, and the public joined the discussion.

"The Ministry of Community and Territorial Development insists on developing the Strategy, primarily in the context of the reform of public investment management. In addition, it must comply with the new edition of the State Strategy for Regional Development. This document should become a vision of the future of our region and the content of values based on the history, culture and traditions of the Luhansk region," said Oleksiy Smirnov, First Deputy Head of the Regional State Administration.

"The strategy will focus on people, solving their problems and creating conditions for implementation. This is very important in the conditions of almost complete occupation of the region's territory, when its residents have moved to other regions of Ukraine," emphasized Natalia Boyko, executive director of the Luhansk regional branch of the Association of Ukrainian Cities, strategic planning consultant for the Partnership for a Strong Ukraine Foundation project.

She presented an analysis of the main trends in the development of the Luhansk region for the periods before 2014, from 2014 to February 24, 2022, and after the full-scale invasion, on the basis of which a strategic vision for the development of the region's communities will be formed. In particular, after the de-occupation of the territory of Luhansk.

Following the meeting, it was decided to work on the final version of the socio-economic analysis of the region and prepare proposals for the strategic vision and strategic goals for the development of the Luhansk region, which will be submitted for public discussion.
