Clarification for owners/tenants of evacuation points regarding receiving compensation for utility services

"On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine dated March 11, 2022 No. 261 and dated December 30, 2022 No. 1475")

1. Who is entitled to compensation?

Owners or tenants can receive compensation:

  • evacuation assembly points,
  • intermediate evacuation points,
  • transit centers,
  • evacuation reception points,

for consumed utility services and the purchase of liquefied gas, solid or liquid household heating fuel , spent during the temporary accommodation of evacuees.

Owners or tenants are those who provide premises by decision of the authorities for the accommodation of evacuees.

2. What does compensation include?

Compensation is provided for services related to:

  1. Supply and distribution of natural gas and electricity.
  2. Supply of thermal energy and hot water.
  3. Centralized water supply and drainage.
  4. Removal of liquid waste.
  5. Household waste management.
  6. Subscription service for the above services.
  7. Purchase of liquefied gas (if there is no gas supply) and solid/liquid heating fuel (if there is no centralized heating supply).

3. How to get compensation - step by step

Step 1. Preparing documents

What does the institution (owner/tenant) do:

  • fills out the application (Appendix 1) through the PFU electronic account;
  • forms an act (Appendix 2):

determines the area for evacuees;

indicates the number of beds;

keeps records of bed occupancy;

  • collects utility and fuel bills for the reporting month.

Importantly:
All documents are submitted electronically with the CEP .

Step 2. Calculation of compensation

What does the institution (owner/tenant) do:

  • independently calculates the amount of compensation , namely:

determines the total amount of expenses for consumed utility services (Pz), which is indicated in the invoices issued;

calculates:

area coefficient (Ks),

load factor (Kmz);

  • enters the calculated amount into the application and the act.

The formula for calculating the amount of compensation (Pk):

Pk = Pz × Ks × Kmz

If the entire facility is being used for evacuees and all beds are occupied:

the institution applies Ks = 1 and Kmz = 1 (i.e. declares the entire amount of expenses).

Step 3. Submitting an application

What does the institution (owner/tenant) do:

  • submits an application, act and invoices through the PFU portal;

Term:

  • by the 10th of the month following the reporting month;

Step 4. Verification

What does the Pension Fund of Ukraine do:

  • checks the submitted documents and the correctness of the calculation (formula, coefficients);
  • makes a decision on the assignment/refusal of the assignment of compensation.

Step 5. Payment of compensation

What does the Pension Fund of Ukraine do:

  • transfers funds:

until the 25th (in December - until the 23rd);

to the bank account specified in the application.

Step 6. Use of funds

What does the institution (owner/tenant) do:

  • uses funds exclusively to pay for utilities and fuel ;
  • in case of overpayment:

returns funds to the Pension Fund of Ukraine .

Step 7. Control

What does the National Social Service do:

  • conducts on-site inspections;
  • checks:

actual placement of evacuees;

the accuracy of the data in the application and the act.

Consequences of violations:

  • The PFU may stop the payment of compensation .

Step 8. Appeal

What does the institution (owner/tenant) do:

  • in case of disagreement:

appeals the decision of the PFU;

Term:

  • within 3 calendar days after receiving the notification.
