Attention! Changes to the Procedure for Providing Accommodation Assistance to IDPs

On March 27, 2026, the Resolution of the Cabinet of Ministers of Ukraine dated March 18, 2026 No. 390 "On Amendments to the Procedure for Providing Housing Assistance to Internally Displaced Persons" came into force.

What is changing:

• the maximum number of periods of payment of housing assistance to IDPs has been increased from four six-month periods to five;

• the right of families with IDP children to assistance has been restored: payments for children are provided regardless of the parents' income, provided that the family meets the criteria regarding the family's property status, actual place of residence, and children's education;

• is paid regardless of employment or registration with the employment center to an unemployed family member who cares, in particular, for a child up to and including the age of 1 year, or for a child who needs care for the period specified in the medical certificate of the Child Welfare Service, but not more than until the age of 6 years.

The period from which the payment for children is assigned:

If the application is submitted to the territorial body of the Pension Fund of Ukraine before May 1, 2026, the payment will be assigned from February 1, 2026; if the application for payment is submitted after May 1, 2026, it will be assigned from the month of the application.

The rules for assigning benefits to pensioners and families that include disabled persons have been updated:

Persons whose benefits have been terminated due to exceeding the average monthly total family income (four subsistence minimum amounts for persons who have lost their ability to work per family member as of January 1 of the year in which the decision to grant benefits is made) may re-submit documents for payment taking into account the changed subsistence minimum amount for persons who have lost their ability to work (from January 1, 2026 – UAH 10,380).

The period from which the payment is assigned taking into account income:

If the application is submitted to the territorial body of the Pension Fund of Ukraine before May 1, 2026, the payment will be assigned from January 1, 2026; if the application for payment is made after May 1, 2026, it will be assigned from the month of the application.

Importantly!

The criteria for the family's financial status are defined in clauses 7 and 71 of the Procedure for Providing Housing Assistance to Internally Displaced Persons, approved by Resolution of the Cabinet of Ministers of Ukraine No. 332 of March 20, 2022.

In particular, the benefit is not assigned/paid to a family if, within 3 months before the application or during its receipt:

• an IDP family member has purchased a vehicle (mechanism) that is subject to registration in accordance with the procedure established by law, less than 5 years have passed since the year of manufacture (except for a moped or trailer);

• the authorized person or recipient purchased a land plot, apartment (house), other real estate, securities, other financial instruments, virtual assets, foreign currency, bank metals for an amount exceeding UAH 100,000; paid for any work or services for such an amount in a single payment.

List of documents for granting assistance.

To assign a payment, an application is submitted, accompanied by:

• identity document;

• birth certificate (for children under 14 years of age);

• documents on the powers of the legal representative/guardian, trustee, authorized person of the guardianship and trusteeship body (if necessary);

• written consent in any form to pay the authorized person assistance from other recipients in the family;

• other documents that may affect the purpose and amount of assistance.

Where and how to contact:

An application for the allocation of housing assistance for IDPs is submitted to the territorial body of the Pension Fund of Ukraine.

• in person at the selected service center of the Pension Fund of Ukraine;

• through an authorized person of the executive body of the village, settlement, or city council of the relevant territorial community;

• through the ASC;

• by mail to the address of the territorial body of the Pension Fund of Ukraine;

• online (more convenient) – through the web portal of electronic services of the Pension Fund of Ukraine (with the imposition of a qualified electronic signature – QES).

To submit an application online, the steps are as follows:

1. On the web portal of the Pension Fund of Ukraine ( https://portal.pfu.gov.ua ), log in using your KEP and click the "Login" button.

2. In your personal account, on the left panel, in the "Communications with the PFU" section, select the option "Application for housing assistance for internally displaced persons."

3. Fill out the online application form that appears on the screen: provide general information (name of the Main Department of the Pension Fund of Ukraine; type of person submitting the application, all necessary information about the applicant), indicate the circumstances that caused the displacement. If necessary, set the checkboxes indicating belonging to a certain category of persons (IDP, person with severe forms of illness, family member participating in security and defense measures, etc.). You can set several checkboxes at the same time.

4. Enter information about your identity document, address details - where you moved from and where you moved to, and enter bank details to receive the payment.

Fields marked with an asterisk "*" are required.

5. To start working in the "Appeal Participants" field, click the "Add" button.

6. In the window that opens, enter information about all members of the IDP family and click "Save".

7. Attach (if necessary) copies of scanned documents. Scanned copies must meet the following requirements:

• produced in color from original documents;

• have clear images of full pages and the composition of the text, its details - title, series and number, date of issue, seals, signatures, surname, first name and patronymic of the owner;

• saved in JPG or PDF formats;

• the size of each file should not exceed 1 MB.

8. Give consent to the processing of personal data, click the "Save draft" button if you plan to work with the document later, or "Create an application."

9. Check the data of the completed application and send it to the Pension Fund of Ukraine by clicking the "Sign and send to PFU" button.

Importantly!

The ability to submit an application through the web portal has been implemented for IDPs who first resettled from the territories occupied since February 2022. Other IDPs have the opportunity to apply in person to the PFU service centers at their place of actual residence or the ASC.

The application for the award of child support, which is provided regardless of the parents' income, includes information about both parents.
