I wish you health, dear Ukrainians!

Today it is important to say a few things about what should happen next. The beginning of autumn for Ukraine in the conditions of such a war is an opportunity to finish what is necessary for the winter. To get through this year. To enter the next year. To provide defense. To provide social payments. To ensure the normal functioning of our state despite everything. There is an opportunity for this. Government officials, parliamentarians - everyone knows about it. The decisions here, in Ukraine, are made by releasing funds from partners. One part is the government's decision, 44 of them are needed, and it will be $15 billion. Everything is quite specific, the government will ensure the adoption of these decisions by November 1. The Prime Minister and ministers are aware of their personal responsibility. Parliamentarians also have a part of the responsibility to the people of Ukraine: about $15 billion is their part of the work that needs to be done.

This concerns very specific bills, the adoption of which opens up funds for supporting partners for Ukraine. Today, three laws were defeated in the Verkhovna Rada that could have given Ukraine more than $4 billion. Two more laws – also failed – from the IMF program. These are not funds from the government or the opposition. In Ukraine, there are no salaries for teachers from one faction and teachers from another deputy group. There are no salaries for soldiers from one or another part of the parliament hall. And there is no energy system so that the light is only for those who vote for theirs. All decisions based on agreements with Ukraine's partners must be made in times of war in the interests of Ukraine. These may be difficult decisions. These may be unpleasant decisions. These may be unpopular decisions. But these are necessary decisions that help Ukraine get through this time – a time of war, to provide the front, to ensure the protection of people, to provide social payments. Thirty billion dollars this year completely depend on the government and parliamentarians. Laws that are needed in relations with the EU must be supported by all factions and groups that support the EU. Voting against or talking a lot about Europe and not voting for Europe is dishonest. And besides the fact that it is dishonest, now it is also against the state, against the Ukrainian state. Ukraine must do its internal part of the work – every faction, every group, everyone who is Ukrainian. And if someone already wants elections, if someone already thinks about ratings and their political benefits, then today, in these times of anxiety, now, in this time of war, we must think exclusively about what is needed for defense, for the work of the state, for payments to people. You will think about elections after the war. We must vote on decisions worth 30 billion dollars.

As for the rest of the deficit – what is needed through the Ministry of Defense, another $27 billion – we are talking to partners at all levels. But in order to have additional funds, we need to do what Ukraine has already promised.

Tomorrow morning, I will send bills to the Verkhovna Rada on strengthening criminal liability for those who organize fraudulent call centers. This topic must be closed. There are appropriate steps by law enforcement officers. Legislative steps are needed. All organizers of call centers must be held accountable.
