"Russian troops carried out 10 attacks on Ukrainian positions in the Luhansk region. The enemy used drones and FPV drones four times for attacks, struck with mortars three times, opened fire with artillery twice, and also used an easel grenade launcher. In the Lyman direction, the Armed Forces of Ukraine repelled 15 enemy attempts to penetrate our defenses," said Oleksiy Kharchenko, head of the Luhansk Regional State Administration.

The occupation authorities are preparing a large-scale corruption scheme to embezzle public funds, having announced a project to build a bypass road around the temporarily occupied Starobilsk. The estimated cost of construction is from 35 to 60 billion rubles. Implementation is planned by 2031, but the announced infrastructure facility has every chance of remaining an unrealized project solely on paper. According to the plan, 24 kilometers of the new highway should relieve the city of transit, primarily military, transport.

The authorities of the "LPR" continue to make contradictory promises regarding infrastructure repairs. The so-called "Ministry of Construction of the LPR" announced its intention to replace more than 320 kilometers of utility networks in 2026, although earlier the same department announced completely different figures: from plans to upgrade 900 kilometers of water mains by 2030 to claims that 800 kilometers had already been laid since 2022. Regular changes in statistical data and loud announcements hide the complete absence of real large-scale work on the facilities. Despite constant reports from the occupation administration, the actual modernization of communications has not yet begun, and local residents continue to be forced to survive in conditions of regular accidents, lack of water supply and heat.
