About the situation in Luhansk region as of the morning of 03/31/2026

In the buildings of Siverskodonetsk, 70% of the apartments are empty, in the "LPR" the occupiers are forcing the population to finance the sterilization of stray animals, the enemy attacked in the Novoyehorivka area

"Yesterday, the enemy attacked in the Lyman direction four times. In particular, near Novoyehorivka, which is in the Kolomyichsky community. Four more combat clashes took place in the Slavyansk sector of the front," informed the head of the Luhansk regional military administration Oleksiy Kharchenko. "On the territory of our region, the occupiers shelled the positions of the Ukrainian military with various types of weapons. In particular, they hit seven times with mortars and three times with automatic grenade launchers. They actively used drones and FPV drones."

From time to time, the invaders try to make loud statements about the alleged mass return of people to settlements that were occupied in 2022. In particular, to Siverskodonetsk, a significant part of the housing stock of which the Russians destroyed during the assault. Demonstrative restoration is carried out there only for surviving houses. Seriously damaged ones are dismantled, but they assure that the population is growing every year. However, the townspeople themselves deny this. In some high-rise buildings, only a quarter of the apartments are inhabited, somewhere in a third of the total number. But no more. In one of the entrances, five apartments out of 15 were inhabited a few years ago. Now only four.

In the so-called "LPR" there is no humane and sustainable control over the population of stray animals. Their number is increasing, as is the number of attacks on passers-by. However, the occupation authorities do not seek to resolve this issue, constantly shifting responsibility to the population. Thus, in January the invaders appealed to citizens to refrain from feeding stray animals in public places. And the other day they announced a fundraiser for sterilization. There are no corresponding state or local programs.
