About the situation in Luhansk region as of the morning of 03/23/2026

Only 15 teachers were recruited to work in the "LPR" under the Russian support program, the occupiers in Siverskodonetsk are forcing residents to take out garbage from neighborhoods on their own, and the enemy fired mortars 11 times on our front line.

"The enemy fired 11 mortar rounds from mortar installations in Luhansk Region yesterday. It also fired from artillery and automatic grenade launchers. It directed 17 drones towards the fortifications of our defenders. In the Lyman and Sloviansk directions, the Russians tried to advance 11 times," said Oleksiy Kharchenko, head of the Luhansk Region Military Administration.

The invaders are unable to provide decent working and living conditions for educators in the occupied Luhansk region. The outflow of personnel does not stop. The Russian state support program, which was intended to attract teachers from the Russian Federation to the occupied territories in exchange for money, has also not become effective. Over the years of the program, payments have been financed for only 15 people. Moreover, some of them are locals who were simply persuaded to stay in their locality after graduating from university. This year, they promise to transport three more teachers to the so-called "LPR".

The occupants in Siverskodonetsk are forcing residents to remove garbage from neighborhoods on their own. The local housing service continues to ignore the cleaning of neighborhoods. With the advent of a regional environmental operator, the work of removing household garbage has not improved either. To numerous requests, local representatives of the “LPR” give approximately the following answers: “The specified territory will be cleaned within the framework of the city-wide subbotnik.” That is, by hand.
