International Register of Losses for Ukraine opens the last three categories for legal entities

The Registry of Damages Caused by the Russian Federation's Aggression against Ukraine (RD4U) officially announces the opening of three categories for applications by affected businesses.

We are talking about launching categories:

C3.3 Business relocation (evacuation)

C3.4 Other economic losses

C4 Humanitarian costs

The opening of these categories provides an opportunity for legal entities that, due to Russian aggression against Ukraine, were forced to evacuate or relocate their businesses to another safe place, suffered other economic losses, and also provided support to their employees and their family members affected by Russian aggression, to protect their property rights and apply for compensation.

Who are the new categories open to?

Applications in categories C can be submitted by any legal entities, regardless of organizational and legal form and form of ownership, including state and municipal enterprises and institutions.

What expenses can be claimed?

In category C3.3, an application can be made for reimbursement of costs for evacuating or moving a business, including transportation and logistics costs, costs for restarting the business, rental of housing for employees and other direct costs, as well as for loss of profit due to such business evacuation.

In category C3.4, legal entities may file a claim for other economic losses caused by internationally wrongful actions of the Russian Federation against Ukraine, if such losses do not fall under other categories C.

Category C4 covers humanitarian expenses of legal entities to support employees and their close family members who have suffered from the internationally unlawful actions of the Russian Federation against Ukraine, in particular expenses related to their evacuation, provision of temporary housing, provision of emergency medical care or other assistance, in response to the negative consequences of the internationally unlawful actions of the Russian Federation against Ukraine.

In support of the submitted applications, it is necessary to submit available relevant evidence, as well as indicate the approximate amount of the claim and the methodology for its calculation.

Eligibility criteria

As with all categories of the Register, claimed losses must meet mandatory criteria:

  • inflicted on or after February 24, 2022;
  • inflicted on the territory of Ukraine within its internationally recognized borders, including territorial waters;
  • is a direct consequence of the internationally unlawful actions of the Russian Federation against Ukraine.

How to apply

Applications to the Register can be submitted through the Ukrainian web portal Diia . Diia is a mobile application and web portal created by the Government of Ukraine, providing convenient, secure and fast online access to digital documents and government services for citizens and businesses in Ukraine.
