The government has approved the state support program for employers "Tochka Opory", which will help preserve jobs at Ukrainian enterprises that suffered as a result of the armed aggression of the Russian Federation against Ukraine after January 1, 2026

The government has approved the state support program for employers "Tochka Opory", which will help preserve jobs at Ukrainian enterprises that suffered as a result of the armed aggression of the Russian Federation against Ukraine after January 1, 2026. The program is implemented by the Ministry of Economy, Environment and Agriculture of Ukraine and the State Employment Service .

"Tochka Pory" provides for compensation to employers of part of the salary and social security of employees during the period of downtime or suspension of the employment contract from the funds of the Compulsory State Social Insurance Fund for Unemployment. Compensation is provided for employees who have worked for the employer for at least 6 calendar months.

📌 Amount and duration of compensation
Assistance is provided for a period of up to 3 calendar months, with the possibility of extension for up to 6 months in the amount of no more than 2 minimum wages - 17.3 thousand UAH.

Employers who meet the following criteria can receive compensation:
▪️ have been operating for at least 6 months;
▪️ have no salary or tax arrears;
▪️ are not in bankruptcy or liquidation;
▪️ are not budgetary institutions;
▪️ have confirmed damage or destruction of property as a result of hostilities after January 1, 2026;
▪️ issued a layoff or suspension of employment contracts with employees;
▪️ plan to resume operations (with the exception of enterprises located in temporarily occupied territories).

Also, employees who are on leave or whose employment contract is suspended will have the right to engage in community service (in the absence of medical contraindications).

✅ How to get help?
You can apply for assistance under the program through the employment center or through the Action Portal. A decision is made within 10 business days.

To receive compensation, the employer must submit documents within 90 calendar days from the moment the grounds for receiving assistance arise:

▪️ the necessary package of documents (orders, information on salary payments, confirmation of property damage, recovery plan, etc.).
