About the situation in Luhansk region as of the morning of 05/16/2026

The Russians did not integrate medical facilities in Rubizhne, Lysychansk and Siverskodonetsk into the public services portal; by December 31, the "LPR" is being forced to replace disability documents with Russian ones; 11 drones were struck by the Russians in Luhansk region

"The enemy conducted assault operations near eight settlements on the Lymanskaya sector of the front last day. He attacked there 13 times. In the Luhansk region, the occupiers conducted shelling from artillery and automatic grenade launchers. Their combat missions were carried out by 11 drones," said the head of the regional military administration, Oleksiy Kharchenko.

The Russians have not integrated medical institutions providing assistance in Rubizhne, Lysychansk and Siverskodonetsk into the state services portal. That is, hospitals and clinics from these frontline cities are not included in the corresponding list published on the state portal of the Russian Federation. Therefore, even if a person leaves for another settlement or plans a trip to the "triangle" from the opposite part of the region or from the Russian Federation, he will not be able to find out the list of medical services that can be received, nor the schedule of doctors' appointments, nor make an appointment for this appointment. Only in the case of a personal visit will they issue a paper coupon.

By December 31, 2026, the occupiers are demanding that residents of the so-called "LPR" change their disability documents, which expire or expired between February 24, 2022 and the end of 2026. These are not only Ukrainian-style documents. They also include those issued in the territory of Luhansk Region captured in 2014. That is, even papers issued in the so-called "LPR" will not have legal force for Russians. Those who fail to do so will be deprived of the corresponding payments. At the same time, the occupation medical and social expert commissions are unable to accept everyone who is forced to reissue documents. Long queues are forming in medical institutions.
