The main thing is as of now. There were important reports from our intelligence: GUR, the Foreign Intelligence Service of Ukraine - first of all, about what Russia is planning, hoping that instability in the world will give Russia more income, opportunities to fight. They are not planning peace, unfortunately. We perceive this soberly, we will defend ourselves - we will defend Ukraine, we will continue to put pressure on Russia, do everything to ensure that there is real diplomacy. We are planning peace, and we are working for this in Ukraine and with partners.
We understand how the war in Iran affects the mood of the American team. The Americans are busy with something else – not the war here in Europe. Europe has fewer opportunities to influence Russia. But we have our own tasks. The Ukrainian team is in constant contact with American partners so that they understand both the risks and the prospects. And also with Europe.
But we are increasing our defense capabilities. We have data on which directions the Russians will focus on in the spring and summer. And also their additional directions for the fall. We will provide our partners with available information and on the operations that the Russians are potentially planning in NATO countries. Ukraine and our partners can protect themselves.
We are also preparing our energy sector for the next heating season. There is already repair and restoration work in all regions. We are working on alternative generation and on increasing energy ties with partners. In every city of Ukraine – both in Kyiv, where it was very difficult in the winter, and in our other cities – every community should have a reserve – everything that is needed for people to have electricity and heating in any development of events. Our resilience in such conditions, our strength at the front, our responses to Russian strikes – are also the aggressor's push for diplomacy. For this Friday, I have scheduled a broad meeting with government officials, the military, representatives of local authorities – our communities, with representatives of Ukrainian energy companies, so that where there is currently a lag in the work schedule, where additional funding is needed, where additional generation projects are needed – decisions are made. If an NSDC is needed, we will hold an NSDC. If personnel decisions are needed, we will make personnel decisions. Responsibility for preparing for winter is a personal responsibility.
There is also a solution for our state, our defense to have sufficient financial resources. Including due to the fact that Ukraine has colossal security expertise, strong capabilities to produce weapons. We now have production areas that have a 50% surplus in production capacities. Export of Ukrainian weapons will be real. The Ukrainian military will always have the right of first and sufficient volume: the military will take what is needed, and in excess of this volume - export. The National Security and Defense Council of Ukraine, on the basis of intergovernmental agreements with partners, will determine the framework of cooperation - just so that Ukrainian technologies, Ukrainian weapons do not go to the Russians. Government officials, together with the National Security and Defense Council, together with our special services, are ready to simplify bureaucratic procedures, working conditions in Ukraine, while maintaining the necessary export control. Automatic export permits are also needed in such a regime that the time for obtaining a permit is clear and does not create grounds for corruption.
Our special format of work with partners who help Ukraine – Drone Deals – is already in work with countries from three parts of the world: the Middle East, the Gulf, Europe, the Caucasus, there is a proposal on the table with our American partners. And it is about drones, about defense systems, our other types of weapons that are needed so that real defense can be built in the air, on the ground and at sea. Once again: the conditions must be favorable to Ukraine, there must be clear control, and the money for exports must help Ukraine defend itself. And so it will be.
We also talked today with Prime Minister Yulia Svyrydenko about the work of state-owned companies. There will be changes. Some state-owned companies still do not work in the interests of the state and not for the state budget. The Cabinet of Ministers of Ukraine and the companies themselves must fix this.
