The corresponding decision was approved by order of the Head of the Regional State Administration - Head of the Regional Military Administration dated 07.04.2026 No. 121.

The creation of this document was the result of joint work by members of the Working Group with the support of the Partnership for a Strong Ukraine Program.

The document was developed taking into account the challenges associated with the temporary occupation of the region's territory and active hostilities. In these conditions, the Strategy is aimed not at the development of the territory in its classical sense, but at supporting and developing the human potential of the Luhansk region.

The Strategy forms an approach to the development of the Luhansk region in relocation as a socio-economic community that preserves its identity, institutional capacity, and potential for recovery after de-occupation. This approach is focused on three strategic goals:

🔹 Strengthening the security and economic stability of the Luhansk region - supporting the Defense Forces, war veterans, internally displaced persons, relocated businesses, as well as ensuring the information and civil security of the region.

🔹 People-centered development - investments in education, healthcare, mental recovery, social protection, affordable housing, culture, preservation of local identity and formation of barrier-free space.

🔹 Ensuring sustainable and effective public administration and partnerships - digitalization of administration, preparation for de-occupation, transparency of government, development of civil society, interregional and international cooperation.

The draft Strategy underwent a public discussion procedure and received a positive opinion from the Ministry of Development of Communities and Territories of Ukraine regarding its compliance with the established requirements for preparation, as well as the strategic goals and priorities defined by the State Strategy for Regional Development of Ukraine.

The implementation of the updated Strategy for 2021-2027 will be carried out through the implementation of a set of organizational, financial and informational measures that will be implemented by regional development entities of the region within the framework of the Strategy Action Plan for 2026-2027, which is currently being developed.
