The corresponding compensation mechanism was introduced from January 1, 2026 by Resolution of the Cabinet of Ministers of Ukraine dated November 28, 2025 No. 1541. Payment of compensation from the state budget is carried out by the authorized representative on behalf of the state, PrJSC "Export Credit Agency".

Who is entitled to compensation and for what?

Compensation for damage or destruction of property is provided to individuals - entrepreneurs and legal entities (except for entities of the state and municipal sectors of the economy) for:

• production equipment;
• buildings and structures (production, administrative, warehouse, etc.);
• separate rooms;
• unfinished construction projects (started after 01.01.2021);
• engineering networks and communications owned by a business entity, used in business activities and damaged or destroyed as a result of military risks (in particular, as a result of the impact of missiles, UAVs, artillery shells, explosions, fires, etc.), starting from January 1, 2026.

Compensation for insurance premiums is provided to business entities under property insurance contracts concluded with insurers against military risks (impact of missiles, drones, air defense/missile defense systems and/or debris; fire, explosion, shock wave, etc.), which were concluded after January 1, 2026.

Territorial conditions

The property value compensation program applies to property located in high-risk areas (Dnipropetrovsk, Donetsk, Zaporizhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson and Chernihiv regions), except for temporarily occupied territories for which the end date of occupation has not been determined.

The program for compensation of insurance premiums under war risk insurance contracts applies to property located throughout the territory of Ukraine (except for temporarily occupied territories).

Basic conditions

• contribution for participation in the compensation program: for damage/destruction of property – in the amount of 0.5 percent of the total amount of probable damage; for participation in the insurance premium compensation program – 5,000 UAH when submitting each separate application;
• the total maximum amount of compensation for damaged/destroyed property is up to UAH 10 million (but not more than the amount of direct damage);
• compensation for insurance premiums – up to UAH 1 million per business entity during a calendar year;
• Participation in the program is voluntary.

Who cannot be a recipient?

Compensation is not provided to business entities that:

• are non-residents of Ukraine;
• are in bankruptcy or cessation of operations;
• have tax debt;
• are under sanctions;
• have beneficiaries who are citizens of the aggressor state (with some exceptions);
• previously received state aid in violation of the conditions for its provision.

How to apply?

To participate in the program, a business entity submits an appropriate application to the Export Credit Agency PJSC via the official website or e-mail, as well as through the Diia.Business platform.
