The meeting of the Accessibility Council at the Siverskodonetsk City Military Administration was held the other day in a video conference format.
At the beginning of the meeting, Deputy Chairman of the Council, Deputy Head of the Siverskodonetsk City Military Administration Tetyana STEKHINA noted that accessibility is an important aspect of modern life, as it creates conditions for equal access and opportunities for all people, regardless of age, health status, gender or other characteristics. In 2025, the Siverskodonetsk City Military Administration and its structural units implemented measures stipulated in the Accessibility Action Plan approved by the Cabinet of Ministers of Ukraine, the Regional Accessibility Action Plan and the Accessibility Action Plan of the Siverskodonetsk City Military Administration for 2025-2026 to create a barrier-free space in all 6 areas of accessibility to support all social groups of displaced persons of the Siverskodonetsk city territorial community.
Information about the implementation of the measures was posted on the website of the Siverskodonetsk City Administrative Office for public information.
Work on implementing the Accessibility Action Plans continues in 2026.
On the first question, the acting head of the Department of Land Management, Urban Planning and Architecture of the Siverskodonetsk City Military Administration, Yulia Kosariva, noted that within the framework of the implementation of the National Strategy for the Creation of a Barrier-Free Space in Ukraine for the Period Until 2030, the Ministry of Development of Communities and Territories of Ukraine has invited each territorial community to consider at a meeting of the Local Barrier-Free Councils the issue of arranging barrier-free buildings and structures, the managers of which are representatives of business. The territory of the Siverskodonetsk city territorial community is under temporary occupation, representatives of the community's business have placed their businesses in various settlements of Ukraine. In order to disseminate information and raise awareness among the business of our community regarding the simplified procedure for arranging barrier-free elements, the relevant information will be posted on the administration's website.
The second question concerned the Accessibility Map created within the framework of the implementation of the National Strategy for Creating a Barrier-Free Space in Ukraine for the period until 2030. The map was developed by the Ukrainian IT company "LUN Misto" with the support of many partners, including the Ministry of Community and Territorial Development, the Ministry of Culture, Ukrzaliznytsia and other organizations.
The accessibility map is an online tool that shows the level of accessibility for people with special needs of various objects, namely: educational institutions, medical institutions, parks, bus stops, etc. The map is interactive and displays accessibility marks (barrier-free, partially barrier-free, barrier-free), which helps people plan their routes without obstacles.
Currently, the Accessibility Map contains over 80,000 objects and continues to grow. The Siverskodonetsk urban territorial community is under temporary occupation, so it is impossible to monitor objects on the territory of the community and enter data about such objects into the Accessibility Map.
However, the community residents evacuated to various settlements in Ukraine, so the information posted on the Accessibility Map will help them easily find a comfortable space in the settlement where they currently live.
