The International Registry of Losses for Ukraine announces the launch of the B4 and B5 claim categories for the country of Ukraine

The International Register of Damages for Ukraine has opened the possibility of submitting claims for compensation in new categories relating to state costs incurred as a result of the Russian Federation's aggression against Ukraine:

B4 Government humanitarian spending to support the affected population .

B5 Demining and clearance of unexploded ordnance .

The opening of these categories allows the state of Ukraine to demand compensation for documented costs incurred to support the affected population and restore security to territories contaminated by mines and unexploded ordnance, and to form the necessary evidence base for this.

Who can apply?

Applications in categories B4 and B5 may be submitted by the State of Ukraine, including its central, regional and local authorities and institutions.

What expenses can be claimed?

Category B4 covers humanitarian expenses aimed at supporting the population affected by the aggression of the Russian Federation, including expenses for the evacuation of individuals, temporary housing and collective settlement sites, emergency medical care, rehabilitation programs, as well as other expenses directly related to mitigating the consequences of aggression for individuals. Such expenses may include, in particular, compensation for damaged or destroyed housing under the eRecovery program.

Category B5 covers costs for demining and clearing the territory of Ukraine from unexploded ordnance, including demining activities, hiring mine action operators, surveying and mapping areas, neutralizing and destroying explosive devices, training local personnel in demining techniques and safety measures, as well as informing and educating the public about mine risk.

Applications in both categories can only be submitted for expenses financed from the State Budget of Ukraine or the budgets of regional and local authorities.

Claims related to costs for individuals directly affected by mines and unexploded ordnance should be submitted under category B4. Claims from legal entities for demining and humanitarian costs incurred by them should be submitted under other relevant categories, which will be opened shortly.

Applications that meet the established requirements will be entered into the Register. They will then be submitted for consideration by the future International Compensation Commission, which will determine the amount of compensation due.

The Convention establishing this Commission under the auspices of the Council of Europe has already been signed by 39 states and the European Union.

How to apply

Applications are submitted through the web portal Diia . On behalf of a government body or institution, this can be done by their head (for example, a director or chairman). The head can also appoint a representative who will be authorized to submit applications on behalf of this legal entity by issuing such a representative with digital credentials through Diia. The representative can be any legally capable individual.
