International Loss Register for Ukraine announces launch of Business and State Claim Categories Ukraine B1.1, B1.2, C1.1, C1.2, C3.1

The International Register of Damages for Ukraine has opened the possibility of submitting applications for compensation in the first categories, relating to losses caused by the aggression of the Russian Federation to business and the state of Ukraine:

  • B1.1 , B1.2 , C1.1 , C1.2 Damage or destruction of critical and non-critical infrastructure.
  • C3.1 Damage, destruction or loss of assets.

This is a fundamentally new stage in the work of the Register. For the first time, categories have been opened that allow recording not only individual losses, but also systemic economic losses suffered by business and the state of Ukraine as a result of the aggression of the Russian Federation.

This is about a different scale and a different dimension of the consequences of war – the destruction of infrastructure, the loss of production capacities and assets, the disruption of logistics chains, and the disruption of the functioning of entire sectors of the economy.

Applications in categories C can be submitted by any legal entities, regardless of organizational and legal form and form of ownership, including state and municipal enterprises.

Categories B are available to the state of Ukraine, state authorities, state institutions, local governments, communities, municipalities, etc.

In categories B1.1, B1.2, C1.1, C1.2, applications may be submitted for compensation for the cost of destroyed or damaged property, as well as the costs of repairing or restoring (including future) damaged infrastructure or its functions.

Category C3.1 covers damage, destruction or loss of assets, loss of profits from such assets, total loss of business or other direct costs associated with such losses.

Claims for property and any assets that belonged to an individual and were destroyed, damaged or lost as a result of the war should be filed in categories A.

Applications that meet the established requirements will be entered into the Register and subsequently submitted for consideration by the future Compensation Commission, which will determine the amount of appropriate compensation.

In December 2025, 35 states and the European Union signed the Convention establishing an International Compensation Commission under the auspices of the Council of Europe.

The opening of these categories creates an opportunity to systematically document such losses and form a complete international evidence base on which decisions on compensation will be made.

How to apply

Applications are submitted through the web portal Diia . On behalf of a legal entity or a state authority, this can be done by the head of the legal entity (for example, a director or chairman). The head can also appoint a representative who will be authorized to submit applications on behalf of this legal entity by issuing such a representative with Digital Power of Attorney through Diia. The representative can be any legally capable individual.
