On simplifying the termination of employment relationships

The Cabinet of Ministers of Ukraine supported the implementation of a pilot project that simplifies the termination of employment relations at the initiative of the employee if the employer is in the territory of active hostilities or in a temporarily occupied territory of the Russian Federation (CMU Resolution No. 410 of April 1, 2026, enters into force on July 7, 2026 https://zakon.rada.gov.ua/laws/show/410-2026-%D0%BF#Text .

From now on, this can be done unilaterally online.

The project aims to create a simple and accessible mechanism for people who, due to the war, cannot use the standard dismissal procedure, in particular in case of loss of contact with their employer. This will remove obstacles to further formal employment at their main place of work and access to all public employment services.

The full launch of the procedure is scheduled for July 2026. Currently, the technical implementation of the possibility of submitting an application electronically through the Unified System "Obriy" using the Diia portal and its mobile application is underway.

The procedure will be automated: after submitting the application, the employment contract will be terminated the next day, and the employer will also be notified.

Also, information about this will be immediately updated in the relevant state registers, in particular, of insured persons.

How to apply:

  • select the appropriate service in the electronic account on the portal or in the “Diia” application;
  • fill out the application, indicating personal data and employer data;
  • indicate the reason for the termination of the employment contract;
  • sign it with a qualified electronic signature.

The innovation eliminates the need to obtain the employer's consent or issue a separate order, which significantly simplifies the protection of employees' rights in emergency conditions. At the same time, the obligation to make a final payment and issue a work book is postponed until the deoccupation of the territory or the official re-registration of the enterprise. These rules do not apply to heads of enterprises and elected officials - a different procedure applies to them.

The introduced procedure is aimed at developing digitalization in the field of employment and restoring citizens' rights to full participation in the labor market.
