Social protection and material support for graduates of educational institutions from among orphans and children deprived of parental care

Graduates of general secondary, vocational, pre-university and higher education institutions from among orphans and children deprived of parental care, as well as persons from among them and pupils and students who, at the age of 18 to 23, were left without parents during their studies and were fully supported by the state in an educational institution, are entitled to a one-time cash benefit after completing their studies.

In accordance with subparagraph 4 of paragraph 13 of the Resolution of the Cabinet of Ministers of Ukraine dated 05.04.1994 No. 226 “On improving the upbringing, education, social protection and material support of orphans and children deprived of parental care” (as amended), graduates of institutions of general secondary, vocational, pre-university and higher education from among orphans and children deprived of parental care, as well as persons from among them and pupils and students who, at the age of 18 to 23, were left without parents during their studies and were fully supported by the state in an educational institution, are entitled to a one-time cash allowance after completing their studies.

Such assistance is paid by the educational institution within 60 days after receiving a document on the appropriate level of education and amounts to six subsistence minimums for persons of the appropriate age, established on January 1 of the relevant year. In addition, graduates are provided with clothing, footwear, soft furnishings and equipment in the amount of not less than 40 tax-free minimum incomes of citizens.

If the payment is made in the month the graduate reaches the age of 18, the amount of the benefit is determined as six subsistence minimums for children aged 6 to 18. At the request of the graduate, instead of providing clothing and footwear, monetary compensation in the amount of not less than 40 tax-free minimum incomes of citizens may be paid.

The right to receive this assistance arises after completing basic general secondary/complete general secondary/vocational/professional pre-university/higher education and receiving a document confirming the appropriate level of education.

According to subparagraph 5 of paragraph 13 of the Resolution of the Cabinet of Ministers of Ukraine dated 05.04.1994 No. 226 "On improving the upbringing, education, social protection and material support of orphans and children deprived of parental care", orphans and children deprived of parental care who are under guardianship or care, as well as persons from their number, pupils and students aged 18 to 23 who lost their parents during their studies and live in foster families, family-type orphanages or small group homes, are provided with free meals and a place in a dormitory while studying at institutions of professional, pre-university and higher education.

After receiving an education document, such persons are also paid a one-time allowance in the amount of six subsistence minimums for the appropriate age within 60 days, and are also provided with clothing, footwear, soft furnishings, and equipment in the amount of no less than 16 tax-free minimum incomes of citizens.

If the student reaches the age of 18 in the month of payment of the benefit, its amount is determined based on the subsistence minimum for children aged 6 to 18. At the request of the graduate, monetary compensation may be paid for the purchase of clothing and footwear in the amount of not less than 16 tax-free minimum incomes of citizens.

The right to receive a one-time cash benefit for orphans and children deprived of parental care who are under guardianship (trust), orphans and children deprived of parental care, persons from their number, as well as pupils and students who, during the period of study at the age of 18 to 23, were left without parents (whose parents died/were declared dead, died or went missing), who are transferred to a foster family, a family-type orphanage, or live in a small group home, arises after obtaining basic general secondary/complete general secondary/professional/professional pre-higher/higher education and receiving a document confirming the appropriate level of education.
