Attention war veterans!

The Cabinet of Ministers of Ukraine adopted the Resolution of the Cabinet of Ministers of Ukraine dated October 23, 2025 No. 1365 “Some issues of implementing a pilot project on the provision of long-term medical care services to certain categories of persons who defended the independence, sovereignty and territorial integrity of Ukraine”, which was developed by the Ministry of Veterans Affairs of Ukraine.

The implementation of the pilot project involves the free provision of specialized long-term medical care services to veterans (combatants and persons with disabilities as a result of war) who require significant external assistance (Bartel scale score of 30 or less) and includes a set of long-term medical care services:

- initial assessment and monitoring – assessment of functional status according to the Barthel and Karnowski scales with subsequent weekly monitoring);

- medical observation and support - daily health monitoring, treatment, examination, diagnostics, preventive examinations and involvement of specialized specialists;

- symptomatic therapy and care – effective pain relief, medication control, pressure ulcer care, prevention of complications and infections;

- hygiene and nutrition – ensuring the maintenance of personal hygiene and balanced nutrition (including improved enteral nutrition as indicated);

- rehabilitation and support – providing supportive rehabilitation, as well as psychological, social and spiritual support;

- family education – assistance to family members or legal representatives in organizing home care and teaching the patient self-care skills.

Services can be received by participants in hostilities specified in paragraphs 19–25 of part one of Article 6 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection” and persons with disabilities as a result of the war specified in paragraphs 11–16 of part two of Article 7 of the relevant Law.

The service is provided in a hospital setting:

- if there is medical confirmation of the need for long-term care (functional status assessment on the Barthel scale - 30 points or less, confirmed twice with an interval of at least 28 days);

- for a referral from a family or treating doctor;

- when transferring from another medical institution/unit.

List of documents for receiving long-term medical care services:

- a statement from the patient (or a family member/legal representative in case of unconsciousness/inability to write in person);

- certificate of a disabled person or a person with a disability as a result of war (or an extract from the Unified State Register of Civil Status);

- referral from a family or treating physician (not required in case of transfer from another institution).

Long-term medical care services are provided as part of a pilot project in healthcare institutions that have concluded an agreement with the National Health Insurance Fund under the package "Long-term medical care for certain categories of persons who defended the independence, sovereignty and territorial integrity of Ukraine" and are included in the patient's route by the order of the Ministry of Health dated 04/23/2026 No. 537 "On approval of the List of healthcare institutions regardless of the form of ownership and individual entrepreneurs included in the patient's clinical route for receiving long-term medical care services for certain categories of persons who defended the independence, sovereignty and territorial integrity of Ukraine":
