To the attention of veterans who completely or partially lost their sight while defending the independence, sovereignty, and territorial integrity of Ukraine!

Resolution of the Cabinet of Ministers of Ukraine No. 1060 of August 22, 2025 approved the Procedure for the implementation of a pilot project on the provision of adaptation services to certain categories of persons who defended the independence, sovereignty and territorial integrity of Ukraine and completely or partially lost their sight (hereinafter referred to as the Procedure) (available at the link: https://zakon.rada.gov.ua/laws/show/1060-2025-%D0%BF#Text).

The scope of services includes:

teaching basic skills (spatial orientation and mobility, social and everyday orientation and use of Braille);

psychological support (assistance in overcoming trauma and returning to a full life); employment assistance (assistance in finding a job and adapting to working conditions) and assistive technologies (training in using modern gadgets and specialized software).

The first level, implemented in healthcare facilities, provides initial orientation skills, self-care, and psychological assistance.

The maximum amount of compensation for adaptation services provided to one person - recipient of services in 2026 cannot exceed 41,572.44 hryvnia.

The second level, implemented on the basis of specialized institutions, provides a comprehensive approach that includes familiarization with Braille, the formation of daily self-service skills, learning to navigate in space with a white cane, the use of modern information technologies, and psychosocial assistance.

The maximum amount of compensation for adaptation services provided to one person in 2026 is determined depending on the duration of the services provided:

- duration 21 days without accommodation and meals 41,351.31;

- duration 21 days with accommodation and meals 65,518.32;

- duration of 56 days without accommodation and meals 110,786.13;

- duration of 56 days with accommodation and meals 175,231.98.

The third level is implemented at the community level and provides support in developing skills at the place of residence, guidance, assistance with employment, and organization of leisure activities.

Expenditures in the amount of UAH 33,302.33 thousand are planned for the implementation of Resolution No. 1060 in 2026.

The Ministry of Veterans has contracted 3 providers of services for the adaptation of persons who have completely or partially lost their sight and defended the independence, sovereignty, and territorial integrity of Ukraine of the second level, namely:
