Ukraine is waiting for children and youth from the temporarily occupied territories and is creating conditions to make this path real, accessible and safe.

We have gathered the key points: how to enroll in 2026, what benefits apply to applicants with TOT, and how quota-2 works.

Entry requirements depend on the departure date.

If you are still on the TOT or left after October 1, 2025, admission is possible without a NMT, through an interview at the university. If you left earlier, NMT results are required, but quota-2 applies.

Quota-2 is a separate budget place for applicants from TOT and areas of active hostilities. Admission takes place in a separate competition, which gives a better chance of receiving a budget. In most universities, this is about 10% of places, and in displaced or front-line universities - up to 40%.

Applicants who are on TOT or left after October 1, 2025, can choose to enroll based on the results of the National Vocational Training Center or to take an interview. However, if enrollment is based on an interview for a contract, a state grant for education is not provided.

Even if you were unable to get into the budget based on the quota, after enrolling in a contract, you can apply for a transfer to budget places.

Assistance with admission is provided by the educational centers "Crimea-Ukraine" and "Donbas-Ukraine", which operate from June 1 to September 30. They provide support at all stages: from completing the necessary assessments to submitting documents and passing an interview. Some of the processes can be completed remotely, even before departure.

Free housing is provided upon enrollment, as well as additional state support, scholarships, and assistance with adaptation after moving.
