It is impossible to calculate the data obtained according to the above performance indicators, since during the reporting period there were no municipal property objects in concession use in the Siverskodonetsk urban territorial community of the Siverskodonetsk district of the Luhansk region, and accordingly, the concessionaire did not write off municipal property.

8. Quantitative and qualitative values ​​of performance indicators

At present, it is impossible to determine the quantitative and qualitative values ​​of the performance indicators, since the Siverskodonetsk urban territorial community is under temporary occupation, in accordance with the List of territories where hostilities are (were) underway or temporarily occupied by the Russian Federation (order of the Ministry of Development of Communities and Territories of Ukraine dated 02/28/2025 No. 376). In addition, during the reporting period, there are no municipal property objects in concession use in the Siverskodonetsk urban territorial community of the Siverskodonetsk district of the Luhansk region, respectively, the write-off of municipal property by the concessionaire was not carried out.

9. Assessment of the results of the implementation of the regulatory act and the degree of achievement of the specified goals.

Today, it is impossible to objectively track the effectiveness of the regulatory act - the decision of the Siverskodonetsk City Council dated August 30, 2018 No. 2898 "On approval of the Regulation on the procedure for writing off municipal property of the territorial community of the city of Siverskodonetsk, transferred to concession, as well as improved, created, acquired in fulfillment of the terms of the concession agreement, which is taken into account on the balance sheet of the concessionaire" due to the impossibility of actual use of the property due to the full-scale invasion of the Russian Federation into the territory of Ukraine on February 24, 2022, the conduct of active hostilities on the territory of the Siverskodonetsk urban territorial community and the temporary occupation of its territory. In addition, during the reporting period, there are no municipal property objects in concession use in the Siverskodonetsk urban territorial community of the Siverskodonetsk district of the Luhansk region.
