3. Objectives of adopting the act: The procedure was developed to regulate the procedure for the functioning of temporary structures, improve the Procedure for dismantling temporary structures on the territory of the Siverskodonetsk urban territorial community
The main goals that this Procedure aims to achieve are:
- improving the landscaping and preserving the architectural appearance of the city;
- effective use of territorial community resources;
- preservation of protected areas of the city's engineering networks;
- regulation of the procedure for the functioning of vehicles, improvement of the Procedure for dismantling vehicles on the territory of the Siverskodonetsk urban territorial community

To track the effectiveness of the regulatory act, a statistical method of obtaining tracking results was used.

The analysis of the effectiveness of the action of the specified draft regulatory act is carried out according to the quantitative and qualitative values of the act's effectiveness indicators, the main ones of which are:
- The number of business entities and/or individuals to whom the act will apply;
- Number of decisions made regarding the dismantling of temporary structures;
- Complaints from individuals and legal entities, their associations regarding the irregularity of the procedure for placing and dismantling temporary structures for conducting business activities.
- Number of complaints regarding unlawful deprivation of property rights.

Currently, it is impossible to determine the quantitative and qualitative values of performance indicators because the Siverskodonetsk urban territorial community is under temporary occupation, in accordance with the List of territories where hostilities are (were) underway or temporarily occupied by the Russian Federation (order of the Ministry for the Reintegration of Temporarily Occupied Territories of Ukraine dated February 28, 2025 No. 376 (as amended by Order 1082 dated June 10, 2026).
9. Evaluation of the results of the implementation of the regulatory act
- Today, it is impossible to objectively track the effectiveness of the regulatory act due to the impossibility of actually using the elements of municipal property improvement due to the full-scale invasion of the Russian Federation into the territory of Ukraine on February 24, 2022, the conduct of active hostilities on the territory of the Siverskodonetsk urban territorial community and the temporary occupation of its territory.
