Justification of the technical and qualitative characteristics of the procurement object:

There was an urgent need to purchase three tactical vests of the 6th class of DSTU 8782:2018 with ballistic protection. The entire vest must be sewn with MOLLE system tapes, which allows any configuration (pouches for magazines, first aid kit, drop bag, etc.). The shoulders must have "lifters" that allow positioning and fixing ballistic plates in height. The sidewalls must be securely held by Velcro and have inserts for the side ballistic package of the 2nd class of DSTU 8782:2018. An important factor is the ability to quickly drop the vest in 1 second, which must be ensured due to a simple design based on six elements - a front panel, a back panel, 2 belts, 2 comfortable shoulder straps and quick-release fittings. The inner part of the vest must be made of 3D mesh. To protect the lower abdomen from shrapnel, a ballistic bag should be provided, installed in the middle of the vest, to protect the groin. Standard size 250x300 (Type E) with the ability to adjust in the range from S to XL.

5. Justification of the size of the budget allocation:

Bulletproof vests of protection class 6 in a set according to the code DK 021:2015: basic - 35810000-5 "Individual uniforms" and detailed - 35815100-1 "Bulletproof vests" corresponds to the plan for the use of budget funds for 2025 under TPKVKMB 5017693 "Other activities related to economic activity"

Financing is provided from the local budget to fulfill the tasks of the City Target Program for ensuring the functioning of the municipal enterprise "Siverskodonetsk Investment and Development Agency" for 2025-2026.

6. Justification of the expected cost of the procurement item:

The expected cost of the procurement item is calculated according to market prices for three bulletproof vests with 6 protection levels and is UAH 63,000.00 including VAT, which corresponds to the size of the budget allocation.
