3. Objectives of adopting the act:
The purpose of adopting the Procedure is to create a modern legal space for the placement of retail outlets, which will meet the needs of business entities, the territorial community of the city of Severskodonetsk, and the formation of a holistic aesthetic environment of the city.
The implementation of a single, integrated, orderly and transparent system in this area will allow:
organize interaction between business entities and local government bodies.
introduce a single form of document according to which summer and all-season playgrounds should be located;
to improve the level of urban development;
will contribute to the creation of new recreation areas for city citizens.
The purpose of amending the Procedure is to clarify the list of documents submitted by a business entity along with a statement of intent to establish a trading platform.

The Siverskodonetsk urban territorial community is under temporary occupation in accordance with the List of territories where hostilities are (were) underway or temporarily occupied by the Russian Federation (order of the Ministry of Development of Communities and Territories of Ukraine dated February 28, 2025 No. 376 (as amended), therefore, decisions on the placement of trading platforms on the territory of the city of Siverskodonetsk have not been made.
8. Assessment of the results of the implementation of the regulatory act:
Today, it is impossible to objectively track the effectiveness of the regulatory act due to the impossibility of actually using the territory of the community due to the full-scale invasion of the Russian Federation into the territory of Ukraine on February 24, 2022, the conduct of active hostilities on the territory of the Siverskodonetsk urban territorial community and the temporary occupation of its territory. It is advisable to conduct periodic tracking of the effectiveness of the regulatory act after the deoccupation of the territory of the community and the restoration of the activities of government bodies.
