- streamlining the procedure for granting permits for converting residential premises into non-residential premises and their reconstruction for the placement of non-production facilities in order to ensure the constitutional rights of citizens to own, use and dispose of private property for the purpose of carrying out economic and other activities not prohibited by law;
- development of entrepreneurship and competition;
- prevention of violations of the law.

7. Quantitative and qualitative values of the performance indicators of the act:
The Siverskodonetsk urban territorial community is under temporary occupation in accordance with the List of territories where hostilities are (were) underway or temporarily occupied by the Russian Federation (order of the Ministry of Development of Communities and Territories of Ukraine dated February 28, 2025 No. 376 (as amended). In connection with this, decisions on granting permits for the conversion of residential premises into non-residential premises and their reconstruction for the placement of non-production facilities were not made during the reporting period.
8. Evaluation of the results of the implementation of the regulatory act
At present, it is not considered possible to objectively track the effectiveness of the regulatory act. This is due to the impossibility of the actual exercise of powers by local government bodies (military administration) on the territory of the community due to the full-scale invasion of the Russian Federation, the conduct of active hostilities and the temporary occupation of the territory of the Siverskodonetsk urban territorial community. In connection with the above, it is advisable to conduct periodic tracking of the effectiveness of the regulatory act after the deoccupation of the territory and the restoration of the activities of government bodies.
