Justification of the technical and qualitative characteristics of the subject of procurement, the size of the budget allocation, the expected cost of the subject of procurement of services for the maintenance and repair of motor vehicles and special equipment of the enterprise, namely tire repair services (code DK 021:2015 – 50110000-9 “Services for the repair and maintenance of motor vehicles and related equipment” (detailed – 50116500-6 “Tire repair services, including tire fitting services and wheel balancing services”).
The procurement is carried out according to the open bidding procedure with the Features for the implementation of the tasks of the “City Target Program for Ensuring the Functioning of the Municipal Enterprise “Siverskodonetsk Investment and Development Agency” for 2025-2026” in order to maintain the technically sound condition of passenger cars, freight vehicles and special equipment of the municipal enterprise, ensuring reliability, efficiency, and traffic safety.
The procurement is divided into lots: Lot 1 - tire repair services in the city of Dnipro; Lot 2 - tire repair services in the Kramatorsk district of the Donetsk region. Requirements for the subject of procurement, a detailed description of the subject of procurement, information on the necessary technical, qualitative and quantitative characteristics of the subject of procurement are determined on the basis of the customer's real production needs in accordance with the requirements of the Law "On Procurement" taking into account the Features and are set out in Appendix 2 to the tender documentation. Technical requirements and quality requirements for tire repair services must comply with the requirements stipulated in the orders of the Ministry of Infrastructure of Ukraine dated 26.07.2013 No. 550 "On Approval of the Rules for the Operation of Wheeled Vehicles" and the Ministry of Infrastructure of Ukraine dated 28.11.2014 No. 615 "On Approval of the Rules for the Provision of Services for Technical Maintenance and Repair of Wheeled Vehicles".
The amount of the budget allocation for the subject of procurement under the code DK 021:2015 – 50110000-9 “Services for repair and maintenance of motor vehicles and related equipment” (detailed – 50116500-6 “Tire repair services, including tire fitting services and wheel balancing services”, Lot 1 – tire repair services in the city of Dnipro; Lot 2 – tire repair services in the Kramatorsk district of the Donetsk region) corresponds to the Plan for the use of budget funds for 2026 under TPKVKMB 5017693 “Other activities related to economic activity”.
Financing is carried out at the expense of the local budget (general) KEKVB 2610 "Subsidies and current transfers to enterprises (institutions, organizations)".
The expected cost of the procurement item is calculated according to current market prices in 2026 for tire repair services, taking into account the region of service provision, and amounts to a total of UAH 70,760 including VAT for two lots.
